From 12 August 2026, every packaging placed on the market needs an EU declaration of conformity (Art. 39), drawn up according to Annex VIII. Below, the eight points of the declaration, explained one by one, with an example filled in exactly as Yvora generates it, and what the application does at each point.
Example filled in for a fictitious company (Exemplu Ambalaje SRL) and a typical packaging: 500 ml PET bottle for still water, with HDPE cap and PP label. The legal texts are those of Annex VIII, in the official wording.
The declaration number is unique within the company and never repeats; the version (1.0, 1.1…) manages itself; the internal code comes from the packaging sheet.
Name, VAT number, address and contact come from Settings › Company profile; the role (manufacturer, importer, distributor, private label, authorised representative) comes from “Your PPWR position”, where you established it with its legal basis.
The text is the one in the regulation, identical in RO and EN, and adapts to the declared role (manufacturer / importer / authorised representative) where the regulation requires it.
| Component | Material | Weight | Pcs |
|---|---|---|---|
| Body (bottle) | PET, clear | 18,5 g | 1 |
| Cap | HDPE | 2,1 g | 1 |
| Label | PP | 0,8 g | 1 |
| Total weight | 21,4 g | ||
The description, the level (sales / grouped / transport / e-commerce), the material, the components with their weights, the identification method, the batch, the markings, food contact and recycled content come from the sheet; the total weight is calculated (body + components × pieces). You can attach an image of the packaging.
| Requirement | Result |
|---|---|
| Art. 5 · Substances of concern | Heavy metals (Pb, Cd, Hg, Cr VI): < 100 mg/kg - Compliant · PFAS (food contact): below the Art. 5(5) limits - Compliant Laboratory reports no. L-2026-118 and L-2026-119 in the Technical Documentation. |
| Art. 6 · Recyclability | Designed for recycling according to EN 13430; Yvora assessment: 84 % - estimated grade B Official performance grades apply after the delegated act (2028); below grade C banned from 1.01.2030. |
| Art. 7 · Recycled content | 25 % rPET (supplier certificate, mass balance) · 2030 target for food-contact PET: 30 % |
| Art. 9 · Compostable packaging | Not applicable to this packaging. |
| Art. 10 · Minimisation | Compliant - Annex IV criteria documented in Annex VII. |
| Art. 11 · Reusable packaging | Not applicable (single use). |
| Art. 12 · Harmonised labelling | Mandatory from 12.08.2028 - current markings described at point 4. |
Yvora fills in point 5 from the sheet data and the uploaded reports: it reads the laboratory bulletins for heavy metals and PFAS automatically, writes the result in the correct wording (“< 100 mg/kg - Compliant”), puts “Not applicable” where the article does not concern the packaging and “from 2028” for labelling. Art. 6 appears only if you choose to publish the recyclability assessment.
The standards you ticked at the recyclability assessment (EN 13430, EN 18120, EN 13432…) and the methods from the reports appear automatically here and in the Technical Documentation, with the same wording.
For the vast majority of PPWR packaging there is no notified body; Yvora writes the explicit mention, it does not leave the field empty. If you have a certificate, you fill it in once and it appears with its date and validity.
Yvora writes the reference to the Technical Documentation, the retention period (5 years; 10 for reusable), the Art. 15(5) marking and the validity rule; the version history fills itself in, with what changed and when.
The signatory, signature and stamp are set once in Visual identity and appear on all declarations; on validation, the document is frozen in the archive with date and time, and a real change in the sheet opens the draft of the next version - notes and added documents do not.
The declaration is the last page of a file, not the first. Four things must exist before - and what Yvora does for each.
Code, description, level, material, components with weights and pieces, food contact, recycled content. Without a correct sheet, points 1 and 4 of the declaration are improvised.
The sheet is filled in once, guided, with the PPWR lists (16 materials, 170 sub-materials, 60 component types); the total weight is calculated; the Excel import brings hundreds of sheets at once.
Description, materials, laboratory reports (heavy metals, PFAS), recyclability assessment, recycled content, supplier evidence. Kept 5 years (10 for reusable) and presented on request.
Generated automatically from the same data as the declaration; uploaded reports are attached and read (the result reaches point 5 by itself); the complete file downloads as a single ZIP.
The packaging technical sheet, material declarations, analysis bulletins, recycled content certificate. Over 70 % of companies do not have them for all packaging - and yet they sign.
When the supplier does not send the data, the detailed per-packaging analysis builds the technical sheet in a minute, validated by consultants; the partner portal requests and receives documents directly from suppliers.
A new version (v1.1, v1.2) is needed only when materials, weights or test results change. Notes, specifications and documents added later do not change the version. Old versions are kept.
It compares every save of the sheet with the validated declaration and opens draft v1.1 only on a real change; the validated version stays in the archive, with the note “what changed”, and partners are notified automatically.
Yvora builds it in 5 minutes instead of 30: the Declaration of Conformity and the Technical Documentation, with human consultancy included.
Yvora builds it in 5 minutes instead of 30: the Declaration of Conformity (Annex VIII) and the Technical Documentation (Annex VII), signed, versioned, RO + EN - with 12 hours of human consultancy included and €0.75 per file.
Yes. PPWR has no size threshold for the declaration and the technical documentation: if you place packaging on the market, you declare. The only exception concerns the manufacturer role for the micro-enterprise whose packaging supplier is in the same Member State.
No. The declaration is made per packaging (per packaging code), not per company and not per range. Several products may use the same packaging; then the declaration belongs to the packaging.
In the language or languages required by the Member State where the packaging is placed on the market. For customers abroad, Yvora generates the same declaration in English.
There is no Commission form; Annex VIII gives the minimum content and the order of the points. An empty Word template lets you fill in points 4 and 5 wrongly. The example above is exactly what Yvora generates; you make your own declaration in the application in 5 minutes, from the packaging sheet.
Yes. The signature and stamp are applied to the document on validation; the validated document is archived with date and time and transmitted to partners from the portal, with a transmission history.
